This chapter concerns the establishment and early development of the port, with particular focus on C.Y. O’Connor’s plan for the development of the inner harbour. Tull explores some of the early difficulties with the running of the port, particularly the problem of the rock blockage on the harbour that caused merchants to threaten to avoid Fremantle altogether.
