This chapter relates the topics of the earlier chapters to the argument that the responsibility for the developing state of affairs in Northern Ireland falls on the United Kingdom. It criticizes the idea that sovereign governments cannot be flakey and solely devoted to delegations and that it was the actions and inactions of the United Kingdom that brought about the contemporary state of affairs to Northern Ireland. The chapter ends with a call for better men framing better policies.
