This chapter discusses the issue of housing crisis that was considered in creating the development plan for Derry. It explains that the housing situation for the working class was critical and that many needy families were living in deplorable conditions. It explains the views of steering committee chairman A.W. Anderson about the role of the committee and the planning team in the design process and highlights the support of committee member and councilor James Doherty to the planning team. This chapter also discusses the observation that the committee wanted to manipulate the planning process for their own purposes, with the exception of Doherty.
