This chapter discusses how the planning team was able to move beyond the housing issue in creating the plan for Derry. It explains that the steering committee considered the location of new housing and the possible extension of the city boundary as controversial political issues and describes the planning team's decision to present less controversial reports and leave the controversial ones to the end. This chapter also provides diagrams and maps showing the team's proposed housing plan.
