In the early twentienth century, police constables in Manchester, Birmingham, and Liverpool quit the police force before reaching retirement age due to a variety of reasons, from poor health to discontent with police life and the search for better opportunities elsewhere. Others were dismissed or asked to resign for committing misdemeanours. Due to chronic shortages of suitable recruits, senior officers tried everything to dissuade their men from leaving. Those nearing retirement age began to contemplate whether to retire sooner to protect their pensions or stay longer to receive higher pensions, but even the early leavers might take their pension money into consideration when resigning. Changes in police conditions of service resulted in reduced rates of voluntary resignation from the prewar to the postwar period.
