This chapter discusses the British government launch of an anti-emancipation and anti-reform stance in 1793. It explains that the Dublin Society of United Irishmen formed a committee to draw up a plan of reform in January 1793 and this led the government to launch a campaign against the extra-parliamentary bodies created by the Irishmen. This chapter also considers the surprise of the Irishmen to the government's official backlash after the passage of the 1793 Relief Act.
